A USDA permit is required for any microorganism that is known to cause infectious, contagious, or communicable diseases of livestock, poultry, and plants. Centers for Disease Control and Prevention’s Import Permit Program regulates the importation of infectious biological agents, infectious substances, and vectors of human disease into the United States. If you cannot provide paperwork proving the material(s) are not infectious, you will be required to have a permit.
